DALLAS, Ga. — Former Dallas Police Department 911 Director Heidi Taylor, 52, has been arrested after investigators accused her of repeatedly accessing the department’s Flock Safety license plate reader system for purposes unrelated to law enforcement.
The Georgia Bureau of Investigation (GBI) announced Taylor’s arrest on two misdemeanor counts of misuse of a license plate reader system. Taylor, a Dallas resident, allegedly accessed the Dallas Police Department’s license plate reader system between 2024 and 2025 while serving as the department’s 911 director.
According to investigators, the system was allegedly accessed for non-law enforcement purposes. Reports indicate Taylor may have conducted approximately 1,200 searches, although authorities have not publicly confirmed the exact number of times the system was accessed.
The GBI has not released specific details about the information Taylor allegedly searched for or accessed. Investigators have indicated that the alleged searches involved Taylor’s former partner, but additional details about that allegation have not been publicly confirmed.
The investigation began after the Dallas Police Department contacted the GBI on July 7 and requested an independent investigation into allegations involving improper or unauthorized use of the department’s Flock Safety system. Following its investigation, the GBI arrested Taylor on the two misdemeanor charges.
Taylor was taken into custody and booked into the Paulding County Jail. The investigation remains ongoing, and authorities have not released additional information regarding the alleged searches, their purpose or the circumstances surrounding Taylor’s access to the system.
License plate reader systems are used by law enforcement agencies to collect vehicle information and assist with investigations, including locating wanted vehicles and identifying vehicles potentially connected to reported crimes. Access to such systems is generally limited to authorized personnel and legitimate law enforcement purposes.
